District English Language Advisory Committee (DELAC)

Parents of EL and non-ELL students, school staff and members of the community may serve on an ELAC. However, a minimum number of EL parents participating on the ELAC must reflect the proportion of ELL students to non-ELL students population at the school site. See CA Education Code §52176 (2015), and the California Department of Education's  resource on English Learner Advisory Committees.

The ELAC shall be responsible for following tasks:

• Advising the principal and staff in the development of a site plan for English learners and submitting the plan to the School Site Council for consideration of inclusion in the School Plan for Student Achievement
• Assisting in the development of the school wide needs assessment
• Ways to make parents aware of the importance of regular school attendance

Members of the ELAC are elected. Parent members are elected by the EL parents at the school site. Other ELAC members are also elected. Their election depends on the ELAC / DELAC bylaws and approved procedures. See 5 C.C.R. §11308 (2015); California Department of Education, Testing & Accountability, Compliance Monitoring, English Learner Advisory Committee
